A Conjoint Analysis of the U.S. Broiler Complex Location Decision AgEcon
Harrison, R. Wes; Sambidi, Pramod R..
A national survey of broiler industry executives is conducted to analyze site-specific factors related to the broiler-complex location problem. Conjoint analysis is used to analyze the broiler complex location decision. Feed costs, community attitude toward the broiler industry, availability of geographically concentrated growers, unemployment rates, and wage rates were found to be the top five factors affecting broiler company location decisions. The quality of roads between feed mill and growers; electricity, heating, water, and sewage costs; and the number of potential growers in the region were also found to be important.

A Development Visions Approach of Designing Rural Strategies AgEcon
Rusali, Mirela.
The paper aims to present possible development visions for the rural areas in a candidate country to access the EU. The proposed objective is to provide a decision-making tool useful in strategic planning process, by designing models of integrated rural development, applicable at country or regional levels. The scenarios method was used to conceive alternatives for rural development and design scenario matrices, focusing on the institutional and socio-economic modules of analysis. The paper proposes a trend scenario, based on the potentials and constraints identified in the analysis phase, and 3 goal scenarios, based on distinctly different sets of goals or development visions. The expected outcome consists in development of the potential for economic...

A Synthesis of Theoretical Concepts for Analysing Non-Farm Rural Employment AgEcon
Buchenrieder, Gertrud; Mollers, Judith.
Employment diversification is a major livelihood strategy in rural areas and is thus a focal point of the ongoing rural development debate. The issue of non-farm diversification is undoubtedly complex and its determinants are difficult to identify. Increasingly, there is a need to address, clarify and bring together theoretical concepts for analysing non-farm rural employment (NFRE). With this in mind, the objective of this paper is to summarize and link existing theories and to introduce some new aspects with regard to modelling NFRE and employment diversification. NFRE dynamics are closely interrelated with the institutional framework and its incentives and constraints. The behaviour of rural decision-makers also depends on fundamental determinants such...

Access to Land, Income Diversification and Poverty Reduction in Rural Kenya AgEcon
Karugia, Joseph Thuo; Oluoch-Kosura, Willis; Nyikal, Rose Adhiambo; Odumbe, Michael; Marenya, Paswel Phiri.
The increasing land scarcity and the worsening trend of poverty in Kenya in recent years have raised concerns about the focus on land-based agriculture as the basis of growth in the rural areas. This paper combines two complementary data sets obtained from two locations in Kenya, drawn against distinctively different land availability patterns, to examine the diverse rural asset base and key sources of livelihood in the rural areas. The analysis reveals that while access to productive land is still an important determinant of livelihoods in the rural areas, even where land holdings are very small, growth in farm productivity alone may not guarantee households sufficient incomes to escape poverty. We find evidence to suggest that growth of non-farm sector...

Agricultural Growth and Poverty Reduction: The Case of Mexico AgEcon
Soloaga, Isidro.
Poverty levels have been diminishing in Mexico since the late 90's, although several regions still show high levels of poverty, and they are extremely high in some rural areas. This paper have addressed the issue of the linkages between sectoral growth (urban/rural) and poverty levels. It was found that although both types of growth impacted negatively on poverty levels in Mexico, rural growth seems to have a higher power in improving consumption per capita of the poorest among the poor people. Moreover, the only inter-sector linkage found was the one that connects rural growth with urban poverty for those people above the food -poverty line but below the moderate poverty line. Exploring plausible channels, we have found that rural growth enhances equality...

Agro-food chain: an innovative paradigm for food and rural policy analysis and agro-food chain segments’ systemic performance at regional level AgEcon
Samoggia, Antonella; Maccani, Paola; Marchi, Alan.
The food chain concept is an increasingly common theoretical instrument for food and rural development policy and many countries adopt the so-called “new rural paradigm”, so to integrate different sectoral policies. This paper aims at adopting the food chain paradigm in order to analyse the regional agro-food system and to sustain the design and delivery of consistent inter-sectoral policies. It adopts the netchain concept (Lazzarini et al, 2001) and the theory of governance patterns in global value chains (Gereffi et al, 2005). Results show this innovative approach contributes to better understand and stimulate economic performance of the whole agro-food network.

Alert at Maradi: Preventing Food Crises in West Africa by Using Price Signals AgEcon
Araujo, Claudio; Araujo-Bonjean, Catherine; Brunelin, Stephanie.
The aim of this paper is to exploit grain price data to detect the warning signs of looming food crises in Mali, Burkina Faso and Niger. Firstly we identify which markets play a leading role at the national and regional level. The second step consists of identifying crisis periods and characterizing price movements during the period proceeding a crisis. This analysis leads to the identification of early warning indicators whose relevance is tested using panel data qualitative choice models. The results show that monitoring price movements on "leading markets" during crucial periods of the year can help in forecasting future crises.

Alternative Territorial Breakdowns of Statistics for Supporting Rural Policies AgEcon
Lauwers, Ludwig H.; Kerselaers, Eva; Lenders, Sonia; Vervaet, Mieke; Vervloet, Dirk.
In order to support rural policy making with appropriate information, alternative territorial breakdowns of statistics are necessary. This paper shows how the widely used criterion of 150 inhabitants per km² can be fine tuned to better account for local specific conditions, in particular high population densities. Alternative population density thresholds are confronted with local perceptions of rurality, aggregated in a rurality index. The method is illustrated for two regions that differ in urbanisation level. The rurality index not only increases the discriminatory power, but also helps to find a less erroneous and more robust proxy for international comparable breakdowns of statistics.

An Economic and Institutional Analysis of Maize Research in Kenya AgEcon
Karanja, Daniel David.
Maize, the most important food crop in Kenya, contributes 44 percent of the per-capita, calorie intake. Increases in maize production over the past three decades have been attributed to the availability and adoption of modern maize techniques, especially fertilizer and hybrid seed. This paper estimates the rate of return to maize research to be 53 to 61 percent, and reveals that his impact was aided by complementary agricultural extension and seed multiplication and distribution programs. The paper describes the institutional framework that may have led to one of Kenya’s agricultural research success stories. It also poses challenges to the future of maize production in Kenya.

An Evaluation of the Macarena Integral Consolidation Plan (PCIM) AgEcon
Mejia, Daniel; Uribe, Maria Jose; Ibanez, Ana Maria.
This paper presents a description of the new strategy for the fight against drugs implemented in Colombia since the year 2007. The Strategic Leap Forward, as the Colombian government has called the program, or the Strategic Development Initiative, as the United States Agency for International Development (USAID) calls it, is a step forward in the design of anti-drug policies that are more sustainable and effective in the mid-term. Currently, a pilot project is being implemented in the Macarena region, in the department of Meta (southeast of Bogotá), where coca crops and illicit activities were the norm just a few years ago. The Colombian State, partially financed by the United States governments and European countries, consolidates its presence in this...

Analysing Regional Sustainability Through a Systemic Approach: The Lombardy Case Study AgEcon
Caratti, Pietro; Ferraguto, Ludovico.
The intrinsic complexity of the sustainability concept challenges research towards more sophisticated ways to model and assess the dimensions underlying it. However, currently adopted modelling techniques and indicators frameworks are not able to give an integrated assessment through the different components of sustainability, providing incomplete visuals of the reality that they aim to catch. This paper tries to assess how the INSURE methodology can provide a contribution in the analysis of sustainability through indicator frameworks, describing its application to the Lombardy region (Italy). Developed on the course of a 6th European Framework Program – financed project to measure sustainability in the European regions, the methodology provides two...

Application of Prospective Structural Analysis to Rural Development Strategy AgEcon
Ambrosio Albala, Mateo; Martin Lozano, Jose Manuel; Perez Hernandez, Pedro Pablo.
The Council Regulation (EC) 1698/2005 approved on 20th September 2005 was the starting point of the fourth programme of Rural Development Aid for the period 2007-2013. This communitarian programme affects Andalusia, an European region situated in the south of Spain. The authors of this paper have helped in the elaboration of the rural strategy for this region. We would specially like to point out the use of the Prospective Structural Analysis (PSA) methodology as a competent method to analyse the complexity of elements, variables and present interactions in rural zones as well as to understand variables in the present and future situation. Results obtained with the application of the PSA method to a region show the strength of this methodology in order to...

Are poor, remote areas left behind in agricultural development: the case of Tanzania AgEcon
Minot, Nicholas.
In Tanzania, as in many other developing countries, the conventional wisdom is that economic reforms may have stimulated economic growth, but that the benefits of this growth have been uneven, favoring urban households and farmers with good market access. This idea, although quite plausible, has rarely been tested empirically. In this paper, we develop a new approach to measuring trends in poverty and apply it to Tanzania in order to explore the distributional aspects of economic growth and the relationship between rural poverty and market access. We find that, between 1991 and 2003, a period of extensive economic reforms, the overall rate of poverty fell about 9 percentage points. The degree of poverty reduction was similar between rural and urban areas,...

Assessing Environment in Agriculture in Sub-Saharan Africa (SSA): A Time Series Estimation AgEcon
Koffi-Tessio, Egnonto M.; Homevor, Kpotogbe.
Within a context of global trade liberalisation and constrained national budgets, agriculture in many countries has proved incapable of sustaining household livelihoods an d socio-economic development in rural areas. The post-war industrial success of several Asian countries has suggested various alternatives for rural development, including tourism for domestic and possibly foreign visitors. After outlining the economic characteristics of rural tourism and its policies, this paper reviews the evolution of government policies in this area in East Asia, including the establishment of "tourist farms" and "pilot scheme" villages in Korea since the 1980s. A field survey of some 200 Korean village leaders and others, undertaken in 2004, is reported as to the...

China's Income Distribution over Time: Reasons for Rising Inequality AgEcon
Wu, Ximing; Perloff, Jeffrey M..
We use a new method to estimate China's income distributions using publicly available interval summary statistics from China's largest national household survey. We examine rural, urban, and overall income distributions for each year from 1985-2001. By estimating the entire distributions, we can show how the distributions change directly as well as examine trends in traditional welfare indices such as the Gini. We find that inequality has increased substantially in both rural and urban areas. Using an inter-temporal decomposition of aggregate inequality, we determine that increases in inequality within the rural and urban sectors and the growing gap in rural and urban incomes have been equally responsible for the growth in overall inequality over the last...

Conflicts, Rural Development and Food Security in West Africa AgEcon
Flores, Margarita.
This paper examines food security in the context of conflict in West Africa. The analysis developed in the paper recognises the importance of defining conflict type and the trends in conflict so that conflict and post-conflict policies may be implemented. The relationship between food security and conflict is analysed. Whilst conflict exacerbates food security, food insecurity can itself fuel conflict. Strategies designed to assist in post-war rehabilitation need to address key dimensions of food security: availability, access and stability. It is argued in this paper, that consideration of these three dimensions are necessary joint conditions in moving towards a reduction in the numbers of hungry. The cases of Sierra Leone and Liberia are examined to...

Convergence and the Effects of Spatial Interaction AgEcon
Niebuhr, Annekatrin.
Since the beginning of the 1990s, the issue of income convergence has received considerable attention in economic research. Although a vast number of empirical studies has emerged, evidence on the role of spatial interaction is still rather scarce. The present paper is an attempt to provide additional information on the spatial aspect of convergence. Spatial econometric methods are used to investigate regional convergence in West Germany. The results indicate that spatial interaction is an important element of regional growth. However, considering spatial effects does not alter the general conclusion that regional income growth is characterised by a process of convergence.

Credit Constraint and Non-separable Behavior of Rural Households — Evidence from China AgEcon
Zhao, Jianmei; Zhang, Jun.
This article addresses the separability issue in the context of Chinese rural households. Deviating from previous research, our test on separability is embedded in the capital market imperfections and from the perspective of farm living consumption and their production inputs. Our theoretical framework incorporates the credit constraint and predicts both separability and non-separability behavior from rural households. Empirical estimation presents the evidence of non-separability behavior for credit constrained farm families, while independent decisions on farm living consumption and their production inputs exist among unconstrained households. Our overall results reject the separability for financially constraint farm households in China.

Croatia's EU accession: socio-economic assessment of farm households and policy recommendations AgEcon
Mollers, Judith; Zier, Patrick; Frohberg, Klaus; Buchenrieder, Gertrud; Bojnec, Stefan.
Croatia is very close to meeting the requirements necessary for becoming a member of the European Union (EU). On February 6, 2008, the European Enlargement Commissioner Olli Rehn said that accession negotiations with Croatia are moving ahead well. As in all new member states (NMS), the agricultural sector and food processing chain are core issues within the negotiation process. Successful negotiation requires intimate knowledge of the issue at hand, including the socio-economic situation and the fears and strategies of the stakeholders, particularly small-scale farmers. This report attempts to close some of these knowledge gaps by reviewing Croatia’s rural development dynamics and farm structures, as well as agricultural and rural policies. Based on an...
